It gathers streams from the vast forests, flowing onward towards the boundless sky, singing in unison, nurturing a world of wonders, and finally merging into the Qiongzhou Strait in Haikou. The surging Nandu River gave birth to Haikou, the Coconut City, and also sustains the people who live on this land. The mountains, rivers, forests, fields, lakes, and grasses are the shared lifeblood of this city. The ecosystems, economy, and society on both banks of the river develop in synergy, creating the prosperity of Haikou, an “international coastal garden city.”

Tracing back through history, present-day Haikou can be described as a pearl of the South China Sea nurtured by a river, shaped by a tidal flat, expanded by a fortified town, and jointly brought forth by the river, sea, and tidal flat. To the east of the Nandu River, there is not only the Dongzhai Port Mangrove Nature Reserve, but also more than ten streams winding their way, and further in the distance, the boundless sea. On April 13, 2018, General Secretary Xi Jinping announced at the celebration of the 30th anniversary of Hainan Province's establishment that the Party Central Committee had decided to support the construction of a free trade port across the entire island of Hainan, gradually exploring and steadily advancing the construction of a free trade port with Chinese characteristics. This bestowed an unprecedented and significant historical opportunity for Hainan's reform and opening up. Consequently, Haikou, to the east of the Nandu River, this “East New Area” covering a total area of approximately 298 square kilometers, has been designated as a key pilot zone for the construction of a free trade port, and will be developed into a new city with an international flair.

In Jiangdong, the ecology is first-class. The Jiangdong New Area extends from Dongzhai Port in the east to the Nan Du River in the west, located between Haikou and Wenchang Mulan Bay. It is about 7 kilometers from the city center and about 15 kilometers from the Wenchang Mulan Bay New Area. It is Haikou's eastern cluster within the “one river, two banks, east-west dual port drive, and north-south coordinated development‘ strategy, and also the eastern wing core of the ’Haizhan-Chengmai-Wenchang integration” plan. With clear blue skies and seas, tall and dense forests, fish swimming in clear waters, birds soaring in the air, and lush green trees... Looking out from Jiangdong Tower, the Jiangdong New Area is full of greenery, with coastal, riverfront, and lakeside landscapes, and wetlands integrated into the city. The natural superior ecological genes are the unique advantages for the construction and development of the Jiangdong New Area, as well as the characteristics of Hainan's ecological environment. “Fields as the base, water as the veins, forests as the screens; the west for city building, the center for landscape nurturing, and the east for wetlands” is the overall development pattern of Jiangdong. At the same time, it continuously innovates the concept of cluster cell construction of “blue-green integration, water-city mutual integration, urban-rural co-integration, and industry-city co-integration,” forming an overall urban-rural spatial structure of “one port, dual centers, four clusters, ten streams converging, a hundred peaceful villages, a thousand acres of wetlands, and ten thousand acres of gardens.”

The water system renovation in the Jiangdong starting area has also provided Haikou citizens with another excellent place for spring outings and flower viewing. The Jiangdong New Area has established a “one district reflecting two centers, three waters embracing nine arteries” pattern. The “one district” refers to the Dongzhaigang National Nature Reserve; the “two centers” include the ecological green centers with Guiyanyang Tropical Agricultural Park and the coastal estuary wetland belt as nodes; the “three waters” are the Nandu River, Qiongzhou Strait, and Dongzhaigang Big Lake; and the “nine arteries” include nine rivers such as Tanlan River, Maiya River, and Nanyue Stream, along with multiple green ecological arteries built on both sides of the rivers. In addition, the Jiangdong New Area will focus on exploring a new urban-rural coordinated development model that integrates urban development with the upgrading of beautiful rural areas, creating a city that is half urban and half green, achieving a perfect fusion of “true city” and “true countryside.”

In Jiangdong, it's in full swing. As a key pilot zone of the free trade pilot area, the construction of Haikou Jiangdong New Area is booming. Towering cranes, roaring machines, flickering welding sparks, and shuttling vehicles paint a busy picture. The construction fervor is surging wave after wave, with key projects continuously accelerating and constantly setting new Hainan speed records. The spirit of “using one day as three” is vividly reflected in Haikou Jiangdong New Area, and it embodies the essence of the new development concept. The builders are striving with all their might, driven by their mission. Indeed, all great undertakings begin with attention to detail, and behind a high-quality blueprint are countless efforts.

The Haiwen Bridge, Hainan's largest independent cross-sea bridge, stands like a proud dragon's head, while the 15-kilometer Jiangdong Avenue stretches out like its long, green body, extending into the distance... Harrow International School (China) Lide School is completed and handed over for use, the civilization East Crossing River Channel is successfully open to traffic, vehicles are already speeding on the extended Baiju Avenue, and the runway pavement project at Meilan International Airport, an international aviation hub facing the Indian and Pacific Oceans, is complete, with the terminal building and its main structure also complete. “Two years for initial appearance, three years for basic functions, seven years for taking shape,” the Jiangdong New Area has successively launched the construction of “Five Networks” and the Airport Economic Zone, etc., which will be built into a major functional platform for the Free Trade Port construction, with its important infrastructure construction reaching international standards.

The future of Jiangdong is promising. Since the establishment of the Jiangdong New Area, many renowned domestic and international enterprises have set up shop, focusing on key sectors such as finance and conventions, service trade, aircraft maintenance, airport logistics, and financial leasing. World Top 500 companies including Alibaba, Tencent, and Suning are among those registered in Jiangdong. A beautiful panorama of high-quality development, painted with the “new development philosophy,” is gradually unfolding on the shores of the South China Sea. The construction of the Jiangdong New Area will proceed in three phases: By 2020, in sync with the rest of the nation, the goal of building a moderately prosperous society in all respects will be achieved, with significant progress in ecological and beautiful rural construction, crucial advancements in the free trade pilot zone, and a notable increase in international openness. By 2025, crucial progress will be made in the construction of the free trade pilot zone, with substantial improvements in the quality and efficiency of economic and social development, and the comprehensive establishment of the free trade port system. By 2035, it will be built into an internationalized new area with distinct tropical island characteristics, fully embodying the Central Government's new development philosophy, and serving as a “Jiangdong model” for future global urban development.

The tide rises in the South China Sea, and dreams chase the free trade port. Haikou Jiangdong New Area is building a new highland of openness and a new pattern of development, adopting the most advanced concepts and world-class standards for planning and design. Guided by high-level planning that is scientific, forward-looking, and leading, it adheres to ecological priority and green development, coordinates urban and rural areas with integrated design, and prioritizes the “five networks” for one-time planning. The area is committed to building a world-class zero-carbon new city, a beautiful signature that showcases Hainan's Chinese cultural characteristics, a Chinese demonstration of harmonious urban-rural coexistence, and a globally leading ecological CBD. It strives to create an ecological new area of a free trade port with Chinese characteristics that meets world-class standards. All of this also heralds a new outlook and new achievements for Hainan's determined progress, opening up new dreams for Hainan's development.

……

On the southern coast, at the most habitable latitude for humans, a world-class seaside resort is rising, and that is the international tourist destination of Hainan Island.
